Electoral College is covered in the Constitution, however the states have the right to decide how the electoral votes are awarded. Right now it is dependent on popular vote in the state. If enough states pass the NPV laws to equal at least 270 electoral votes it becomes a "compact" between the states. It is not actually used in the states that have already passed until they hit the 270 vote threshold. So far 11 states have passed it for a total of 165 electoral votes. We have to keep any more states from passing this. A group called Protect Your Vote contacted us for assistance in getting the word out, they just discovered what was going on about 6 months ago and started their organization to stop this.They have been very quietly been working on NPV for about 15 years and no one really realized what they were quietly passing in these state legislatures, BUT WE KNOW NOW!
