Because I am seeing this all over the place:


I used to be an enrollment agent for a major Medicare Advantage Plan, and I can tell you, our HIPPA Compliance/Privacy Officer wasn't a high school student. She was a dedicated individual who was responsible for protecting personal health information and give patients rights to their own federally required Protected Health Information. I remember being trained by her.


Denied procedures have nothing to do with HIIPA. I know this because I once had to call a special line when a client was denied, and I actually wasn't supposed to use that line - the doctor whose procedure was declined was. This line is staffed by board certified doctors, who make the decisions on declines, not the HIIPA officer. Anyway, I stayed on the call and was successful reversing it, a surgery scheduled a few days later. Although, it is true, it is a typical cost saving measure. Sometimes declines are done just as a matter of course until a reversal is requested, as a way to ensure the procedure(s) aren't over-requested when something else would be just as effective, and cost less, which isn't always a bad thing.


This is one of those things where someone put a opinion together without ever talking to someone who ever did the job. If you called a HIPPA Compliance/Privacy Officer over a decline, they would have to refer you to someone else.


Another example; I was a tax preparer for six seasons. Every tax season, the media likes to complain about the bank fee's and how it hurts low income taxpayers. Yet I have had clients come into my office, and the first words out of their mouth would be, "Do you have the rapid?" while pointing to the poster on the wall, in reference to the 2-3 day bank product. Not "hi, how are you?", or anything like that. Although, yes, it is the low income taxpayers who usually get the 2-3 day product, at their request, and it is more expensive to get your money faster, as to be expected. Personally, I never use the bank products, and wait for my return to arrive direct deposit, because I don't want to pay the fee's.


So it helps to talk to someone who actually did the job first.
